Three months ago the cargo ship 'Cosco Busan' leaked 58,000 gallons of oil into San Francisco Bay and now it is a 2.7 million-gallon sewage spill! And in both cases there was a delay to inform the proper authorities and the public. Cannot we learn from our mistakes?
